EU-Commissioner meets FUEN - "Every language is important, not one is worth more than the other"

The EU-Commissioner for multilingualism, the Romanian Leonard Orban, took time for a one hour meeting in Copenhagen with the Brussels-representative of the Federal Union of European Nationalities (FUEN), Jan Diedrichsen, who is also the head of the Secretariat of the German minority at the Government and Parliament. Orban was in Denmark for political dialogues by invitation of the Danish government.

Besides the situation of the minorities in the German-Danish border region and their role in strengthening bilingualism in that region, an exchange of ideas on the situation of the regional - and minority languages in Europe in general took place.

The Commissioner presented the main features of his planned strategy for multilingualism, which is intended for September and he emphasized that multilingualism is more than learning English. "It would be ideal if every European would master the language of his or her neighbouring country," said the Romanian Orban, referring to the main idea of the Commission, that every European, besides his or her mother tongue, should be proficient in two foreign languages.

According to official numbers of the EU 40 million people in the expanded European Union use a regional- or minority language. This corresponds to almost ten percent of all Union-citizens. Still a lot of the European languages are endangered in their existence, Diedrichsen explained to the EU-Commissioner, who ensured he would keep multilingualism in focus including the smallest of them. "Every European language has the same value - not one is worth more than the other," said the EU-Commissioner, who particularly emphasized the good development within the larger regional languages in Europe and characterized them as an ?important component of the future of Europe". The Commissioner's attention was brought to the fact that the smallest European languages are presently in a threatening situation and relative to this Mr. Orban explained that also the small, threatened languages are taken into consideration within the possibilities of the EU-Commission, though at the same time referring to the difficulties concerning responsibility, as much falls under the area of the EU-states and thereby isn't within the central domain of the Commission.

"It was encouraging to see how well informed and prepared the Commissioner was and he credibly insured that also the small and smallest languages in Europe play an important part in his eyes. In this respect the FUEN will take the EU-Commissioner by his word and will follow the work of the Commission actively and critically, if necessary," said Diedrichsen, who also took the opportunity to inform the Commissioner of the language-network of the FUEN, which is presently in a phase of establishment, and which under the motto "learning from the smallest" is among others supported by South Tyrol and particularly has the threatened languages of Europe in its scope.

THE FEDERAL UNION OF EUROPEAN NATIONALITIES with its 84 member organisations in 31 European countries is the largest umbrella organisation of the autochthonous, national minorities in Europe.

FACTS: In the 45 states belonging to Europe live 337 ethnic and national minorities with almost 105 million members. This corresponds to about 14 % of the total population.

The number of peoples in Europe amounts to 87 of which 33 peoples belong to a kin-state.

Europe has a total of 90 languages of which 37 are used as national languages and 53 languages count as "non kin-state" (Sorbian, Frisian, Rhaetian). According to official numbers of the EU, 40 million citizens of the expanded European Union use a regional- or minority language. This corresponds to almost ten percent of the citizens of the Union.

EU-Kommissar trifft FUEV - "Jede Sprache ist wichtig, keine ist mehr wert als eine andere"

Der EU-Kommissar fur Mehrsprachigkeit, der Rumane Leonard Orban, traf in Kopenhagen zu einem rund einstundigen Gesprach mit dem Brussel-Beauftragten der Foderalistischen Union Europaischer Volksgruppen (FUEV) Jan Diedrichsen zusammen, der in Kopenhagen auch Leiter des Sekretariats der Deutschen Minderheit an Regierung und Parlament ist. Orban hielt sich auf Einladung der danischen Regierung zu politischen Gesprachen in Danemark auf.

Neben der Situation der Minderheiten im deutsch-danischen Grenzland und ihre Rolle bei der Starkung der Zweisprachigkeit in dem Grenzgebiet, kam es auch zum Meinungsaustausch uber die Situation der Regional- und Minderheitensprachen in Europa im Allgemeinen.

Der Kommissar stellte die Grundzuge seiner fur den September vorgesehenen neuen Strategie der Mehrsprachigkeit vor und unterstrich, dass Mehrsprachigkeit mehr sei, als Englisch lernen. ?Wunschenswert ware, dass jeder Europaer die Sprache seines Nachbarlandes beherrscht", so der Rumane Orban, der auf den Leitgedanken der Kommission verwies, dass jeder Europaer neben seiner Muttersprache zwei Fremdsprachen beherrschen sollte.

Nach offiziellen Angaben der EU nutzen in der erweiterten Europaischen Union 40 Millionen Unionsburger eine Regional- oder Minderheitensprache. Dies entspricht knapp zehn Prozent der Unionsburger. Dennoch sind sehr viele der europaischen Sprachen vom Aussterben bedroht, erklarte Diedrichsen dem EU-Kommissar, der versicherte, die Sprachenvielfalt auch mit Blick auf die Kleinsten im Auge zu behalten. "Jede europaische Sprache hat den selben Stellenwert - keine ist mehr Wert als eine andere", so der EU-Kommissar, der vor allem die gute Entwicklung bei den groberen regionalen Sprachen in Europa hervorb und diese als ?wichtigen Baustein im Europa der Zukunft", bezeihnete. Auf den Hinweis, dass sich aber die kleinsten europaischen Sprachen derzeit oft in einer existenziell bedrohlichen Situation befinden, erklarte Orban, dass auch die kleinen, bedrohten Sprachen im Zuge der Moglichkeiten der EU-Kommission Beachtung finden und verwies dabei aber auch auf die Schwierigkeit in der Zustandigkeit, da vieles in den Bereich der EU-Staaten falle und daher nicht Kerngebiet der Kommission sei.

"Es war ermutigend zu sehen, wie gut informiert und vorbereitet der Kommissar war und er versicherte glaubhaft, dass auch die kleinen und kleinsten Sprachen in Europa bei ihm eine wichtige Rolle spielen. Hier wird die FUEV den EU-Kommissar beim Wort nehmen und die Arbeit der Kommission weiter aktiv und wenn notig kritisch begleiten", so Diedrichsen, der auch die Moglichkeit nutzte, den EU-Kommissar uber das derzeit in der Etablierungsphase befindliche Sprachen-Netzwerk der FUEV zu informieren, dass unter dem Motto "Von den /Kleinen/ lernen" unter anderm mit der Unterstutzung Sudtirols just die bedrohten Sprachen Europas im Blickfeld hat.

DIE FODERALISTISCHE UNION EUROPAISCHER VOLKSGRUPPEN ist mit 84 Mitgliedsorganisationen in 31 europaischen Landern der grobte Dachverband der autochthonen, nationalen Minderheiten in Europa.

FAKTEN: In den 45 zu Europa gehorenden Staaten leben 337 ethnische und nationale Minderheiten mit knapp 105 Millionen Angehorigen. Dies entspricht rund 14 % der Gesamtbevolkerung.

Laut statistischen Daten wird die Anzahl der Volker Europas mit 87 beziffert, staatstragend davon sind 33 Volker.

Insgesamt gibt es in Europa 90 Sprachen, davon werden 37 als Nationalsprachen genutzt und 53 Sprachen gelten als "staatenlose Sprachen" (Sorbisch, Friesisch, Rateromanisch). Nach offiziellen Angaben der EU nutzen in der erweiterten Europaischen Union 40 Millionen Unionsburger eine Regional- oder Minderheitensprache. Dies entspricht knapp zehn Prozent der Unionsburger.
